Study of sustainable urban mobility in gorliz

In 2019, the Energy Sustainability Law established the need to develop sustainable urban mobility plans in municipalities with more than 5,000 inhabitants. Gorliz, a municipality on the west coast of Biscay, took this opportunity to reimagine its urban mobility, with the aim of creating a healthier and more accessible environment for its citizens. Ingartek led the development of this project, which was successfully completed.

Problem identification

Gorliz, composed of several scattered neighbourhoods, faced multiple mobility challenges. These included a lack of pedestrian accessibility, the need for safe bike lanes and an over-reliance on private vehicles. In addition, areas were identified where visibility and safety were insufficient, affecting both pedestrians and cyclists.

Implementation process

The project was developed in three key phases:

  • Information gathering: An exhaustive analysis of mobility in Gorliz was carried out through citizen surveys, traffic measurements and a detailed study of the existing cycling network. This phase made it possible to identify mobility patterns and the most critical areas for intervention.
  • Diagnosis: Based on the information gathered, specific needs in pedestrian mobility, non-motorised mobility, public transport and motorised mobility were diagnosed. The need to prioritise the pedestrian, improve bicycle infrastructure and develop quality intermodal transport was emphasised.
  • Action Plan: Strategic lines were defined such as the promotion of pedestrian and bicycle travel, the improvement of universal accessibility and the electrification of the vehicle fleet. Among the actions implemented are the creation of segregated cycle lanes, the installation of safe parking facilities and the optimisation of public transport routes and frequencies.
